Huhne sets out energy intentions with raft of announcementsEnergy and climate change secretary Chris Huhne has promised to consult this autumn on reform of the electricity market which will be followed by a White Paper in spring 2011. At the same time as that is published the coalition government has committed to publishing its conclusions on possible changes to Ofgem's statutory duties. This could involve recasting objectives for the regulator and the setting of new boundaries between its responsibilities and those of ministers in respect of energy policy. These signals came in the coalition government's first-ever annual energy statement to Parliament. This initiative highlighted the joint Department of Energy and Climate Change/Ofgem smart meter prospectus which runs to 600 pages. Huhne has made it clear that the administration wants to speed up the roll-out for completion by 2018. Also signalled today is the decision to press-ahead with a 'connect and manage' regime for new connections to the transmission grid and further consultation on an enduring regime for offshore transmission. Another item on the government's agenda is a major action plan to increase energy from waste through anaerobic digestion (AD). This will be made public in the autumn. Meanwhile ministers have confirmed the grandfathering support under the Renewables Obligation which dedicated biomass, energy from waste, AD and other advanced conversion technologies will enjoy. Huhne warned MPs: "The era of cheap, abundant energy is over. We must find smart ways of making energy go further, and value it for the costly resource it is, not take it for granted". Speaking at a media briefing this afternoon energy minister Charles Hendry promised further measures on gas security but suggested these might not require primary legislation.
