Scottish utilities threatened with fines over streetworks efficiency

The Scottish Road Works Commissioner has threatened to impose fines on utility firms who do not improve streetworks efficiency.
In his annual report, John Gooday said he would have no hesitation in fining companies including Scottish & Southern Energy, Scotland Gas Networks, Scottish Power and Scottish Water if their performance has not improved by the year end.
Where utilities are "systematically not meeting their duties", Gooday said he would have "no option but to consider imposing penalites up to a maximum of £50,000".
The Commissioner has requested action plans from the above companies for reasons including coring results (the tests done on road repairs following streetworks), noticing offences, early starts, work extentions, over running works and management and timing of works.
